feat(localApps): 添加 qBittorrent-ee 应用配置- 新增 qBittorrent-ee 应用的 data.yml 和 docker-compose.yml 文件

- 添加应用描述、配置项、端口映射等信息
- 包含 x86-64、arm64、armhf 多架构支持
- 配置文件中设置了推荐的环境变量和权限管理
